Solar Panels Permits


Effective October 5, 2015, as mandated by California State Assembly Bill 2188 (AB 2188) and Long Beach Municipal Code (LBMC) §18.77, local governments are required to implement an expedited and streamlined permitting process for small residential rooftop solar photovoltaic systems. The City's solar permitting process greatly assists the City's ability to reach its sustainability and clean energy goal and achieve the State's objective to develop 12,000 megawatts of small-scale localized renewable electrical power in California by 2020.

The City of Long Beach is pleased to continue its express permitting services to encourage the installation of rooftop solar PV systems in order to generate renewable energy, provide stable electricity, and reduce pollution. The City's solar permitting process expedites such installations by reviewing, approving, and issuing most permits over the counter on the same day. These projects will undergo one single inspection, which can be scheduled and conducted at the convenience of the applicant upon installation of the solar PV system.




Submit Solar Plans Digitally!

Effective December 1, 2015, the Development Permit Center will be accepting digital solar photovoltaic plans for residential properties located within non-historic and non-coastal zones, as part of the permit application process. View Announcement.

  • Submit a digital PDF file in person at the Development Permit Center at City Hall.
  • PDF file should be named as follows: "Street Name Street Number.pdf".
  • Ensure that plans are drawn to scale at 1/4" - 1' .
  • Have a hard copy of the approved plans at the job site, or maintain other acceptable means of plan by Code Enforcement Inspector.



The following steps will help guide you through the application process for a Small Residential Rooftop Solar Photovoltaic System:
  • Contact Southern California Edison for conceptual approval for the proposed systems.
  • Submittal the following documents, as required:
    • Development Services Permit / Electrical Section
      • Planning Permit / Local Coastal Development (if project is within coastal zone)
      • Certificate of Appropriateness (if project is in historic district/building)
    • Express Eligibility Checklist - to determine eligibility for express permitting
    • Two sets of completed electrical plans
    • Roof plan showing roof layout, PV panels, and fire safety items
