How much should I expect to pay?

For most construction projects, you could expect to spend about 2% of your building costs on plan check, permits, inspections, and other agency fees.

Effective October 6, 2008 - Fee Resolution

Effective January 22, 2008 - C&D Administrative Fee Adjustment

    The following fee adjustment to the C& D Administrative Fee was approved by Council: The fee maximum increased from $1,500 to $2,500.

Effective September 25, 2007 - Alternative School Fee for New Residential Construction

    On September 25, 2007, the Long Beach Unified School District (LBUSD) Board of Education adopted an alternative school facility fee (i.e., Level 2 Fee) increasing the fee for new residential construction to $3.28 per square ft.. Effective immediately, new residential construction projects that have not received a building permit are subject to this increase.

Effective September 17, 2007 - Parks Impact Fee Increase

    On July 17, 2007, the City Council approved the increase in Parks & Recreation Facilities Impact fees. Beginning September 17, 2007 the increase in fees for new residential development will be as follow:

    Single Family Residential:         $4,221
    Multi-Family Residential:           $3,260
    Manufactured Housing:             $2,397
    Artist Loft/Live Work Studio:    $1,630

Effective September 8, 2007 - School Impact Fee Increase

        LBUSD Alternative School Fee Notice

    As of September 8, 2007, Long Beach Unified School District (LBUSD) will be increasing their school impact fees as follow:

    RESIDENTIAL:                                                                        COMMERCIAL / INDUSTRIAL:
    From:    $2.24 per sq. ft.    To:  $2.63 per sq. ft.               From:    $0.36 per sq. ft.    To:    $0.42 per sq. ft.

    Additionally, on September 25, 2007 LBUSD Board of Education is considering adoption of a resolution for an alternative school facility fee that could increase the residential fee for new development to $3.28 per square ft. Should the alternative school facility fee be adopted, projects that have not received their permit by the enactment date of these fees will be subject to the increase.

        Fire Facilities Impact Fee Resolution

    On April 3, 2007, the City Council approved the Police and Fire Facilities Impact Fees. The Police and Fire Facilities Impact Fees will be imposed on new development projects to ensure that development bears a proportionate share of the cost of capital facilities and related costs necessary to accommodate such development. The fees will be used to fund the costs of providing additional public safety services attributable to new residential and non-residential construction.

    Who is affected?

    Any person who, on or after June 4, 2007, seeks to engage in residential or non-residential development by obtaining a building permit or approval for a mobile home pad or pads is required to pay the Police and Fire Facilities Impact Fees.

    Exemptions:

    Exemptions include, but are not limited to:

    • Affordable/low income housing

    • Hospitals

    • Alterations or expansion of an existing residential building where no additional dwelling units are created and where the use is not changed

    • New nonresidential building or structure or an addition to or expansion of an existing nonresidential building or structure of three thousand (3,000) square feet or less

    • Replacement or rebuilding of a single-family dwelling (one unit per lot) on an existing lot of record

    Also, these fees shall not apply to those projects for which a Planning application for Conceptual or Site Plan Review has been filed and deemed complete by the Department of Long Beach Development Services by April 3, 2007.

    When is the fee paid?

    The Police and Fire Facilities Impact Fees must be paid prior to the issuance of the certificate of occupancy, temporary certificate of occupancy, or final inspection, whichever comes first.

    How much is the fee?

    Calculation of the fee will be based on the type of land use, as well as, per dwelling unit for residential development, and based on square footage for non-residential developments.

    The fee amounts are as follow:
